Resident Practitioner
Robert Layton 2005/2006
The 2005 Resident Practitioner was awarded to Urbandale’s city manager,
Robert Layton, was recently named the 2004 Dwight Ink Public Service
Award Winner at Iowa State University. Mr. Layton has been Urbandale’s
city manager since 1984, following several years as assistant city
manager for the city of Des Moines. Mr. Layton is a past president
of the Iowa City/County Managers Association, and has served as a
board member of Public Technology, Inc. (1995 - 1998), has served
multiple terms as Government Co-Chair for the Greater Des Moines United
Way Campaign (1985, 1991, 2003), and a long list of other contributions
to public service.
Cynthia Eisenhauer Resident Practitioner 2004/2005
Ms. Eisenhauer earned a BS in Education from Emporia State Univeristy
(Kansas). She earned her Masters of Public Administration degree for
Drake University. She has a long and renowned career in state and
local governments in Iowa. She has worked for the Iowa Department
of Management as a management director, Iowa Board of Regents as director
of business and finance, Iowa Workforce Development director and is
currently the Iowa Department of Management director. She is also
currently a member of the adjunct faculty in the Master of Public
Administration program at Iowa State University.
Ms. Eisenhauer is also an international lecturer and seminar speaker
of management, finance, communications and organizational development.
Dennis Henderson Resident Practitioner 2003/2004
Mr. Henderson earned his BA in Political Science and his Masters of
Public Administration from Iowa State University. He has a highly
respected career in local governments in Iowa. He currently serves
as city manager for Clive, Iowa, and previously served as administrator
for the cities of Nevada and Dwight.
Mr. Henderson is currently a member of the adjunct faculty in the
Master of Public Administration program at Iowa State University.
Steven L. Schainker Resident Practitioner 2002/2003
Mr. Schainker earned his B.A. in Political Science from the University
of Connecticut-Storrs and his Masters of Public Administration from
the School of Public & Environmental Affairs at Indiana University-Bloomington.
He has served as the City Manager of Ames since 1982. He has also
worked as a budget & systems analyst and served as the Regional
Vice President for International City/ County Management Association,
and President of the Iowa City/County Management Association.
